Make sure you have saved your picture in a format such as JPG, GIF, PNG, and it's below 700k. When you have finished doing that navigate to http://twitter.com/account/picture and press "Choose File". In the window choose the picture you want to upload and press "Open". When the window disappears press the button "Save", your picture is now saved/uploaded. http://twitter.com/account/picture
