You don't upload. You import.
Click the Import Media button on the top menu in the program. Browse for the music you want. Select and import it.
Once the music is visible in the Imported Media viewing pane, drag it down into the Audio/Music track of the Time-line view.

Rip the music from the CD (using the feature in Windows Media Player). Once you have the files on your computer, locate and import them into Windows Movie Maker.
