You don't use bolt cutters. You can find tickets to take the Underground Tour, then return them to their owner at the Web Browser Cafe. The tickets are in the second round trash can by the Tour entrance. Dig them out. Then go to the Clown Store and get a green ballooon, and take it to the crying boy in the Country Side (far right). Now you can return the tickets to the person who lost them, the guy at the Cafe on Main Street. He will give you one to use.
