If you are talking about the old Goldeneye 007 on the N 64, I can tell you. All you must do is pause, and enter the cheat. Or if you actually beat the game the right way... you would do speed runs on levels with 00 agent difficulty to unlock the cheats. The cheats would appear on the main menu.
