How do you use a nail file?

I suggest you buy one with a foam centre, especially if you have short nails, the slowly file around your nails.

Make sure you file in one direction and use long strokes to prevent tears, jagged edges and uncomfortableness.

Also buy a buffer because it helps filed nails look professional

No; technically you cannot "cut" your nails with a file, but you can file them down to the skin. However, this would longer with longer nails.

Note: You can buy a nail cutter with a file on the side.

Simply rub vigorously over the top and sides of each nail and then wipe them with a cloth or on your pants and they will be bright and shiny! :)
