You can upload pictures to your timeline using TwitPic.
You can upload pictures through the official Twitter app. (usually using Twitpic or Yfrog)
Go to 'me' on your twitter click the gear icon then click on 'edit profile' then swipe down the top of the screen to get the address bar and take out the word 'mobile' from the address; you will then see options for changing pictures!
Upload a normal picture then select it as your profile picture.
Only if an account is created using a social networking site - such as Facebook or Twitter; or an account on Yahoo! or LinkedIn - can you change the "avatar" on your profile.(See Related question on how to do this.)
