Categorically means absolute, without exception, or completely. Occasionally when people speak, they don't mean things literally or entirely, but only in spirit or partially. To say that something is "categorical" or "categorically" means that you are insisting that it is an absolute, precise relationship. I'm a white guy, and I'm going to use a stereotype as an example:

Someone might say "That guy is categorically white." Now that we know that categorically means absolutely, we can infer that person means I am "absolutely" white. The speaker means that I am white in that I cannot dance, I am middle-class, I can't jump, I'm not street-wise, etc. In other words, I meet all the stereotypes of white guys.

Another example:

Senator Soanso is categorically republican. This means that I believe that senator soanso has voted in accordance with the Republican beliefs 100% of the time. He represents everything that Republicans stand for. He's the poster-child for Republicans everywhere.

It's important to note that use of the word "categorically" often implies that there are many criteria, or that the object being spoken/written about does not accurately represent itself (or is being misrepresented in the conversation). IE: Senator Soanso doesn't call himself a republican, is not a registered member of the republican party, nor does he participate in republican activities; however, he obviously follows a republican voting path, has republican values, and might as well be a republican. (Therefore, he's categorically republican (as opposed to technically republican))
