You have to earn the badge to use Dual Wield. I think it's in the Hard Mode: Sharpshooter section of badges. To earn it, you must play hard mode and keep shooting headshots to increase chance of getting badge.
Yes, from level 20 on a Hunter can learn to dual-wield weapons from his trainer. You can dual wield any one-handed weapon the hunter has proficiency in. Hunters cannot learn to use 2 guns, or dual-wield 2-handed weapons.

There are some items which require your character to use both hands. These are only certain ones though. You cannot dual wield with any weapon. Only specific ones.
