If you mean the bunches of flowers that CJ can use as a gift for his girlfriends, they are found all over San Andreas. The whole list would be rather long, so I have made a note of some of the more useful locations:

Los Santos:

• By the Sprunk machine at the Going gas station in Idlewood.
• In the cemetry at Vinewood.
• By the lake at Glen Park.

Whetstone:

• By the Lovin A Loan building near a red trash can in Angel Pine.

Flint County:

• Behind the 69 gas station in the south of Flint County.
• Next to the RS Haul Depot, in front of the gas station.

San Fierro:

• In an alleyway at the Avispa Country Club.
• At the bottom of the cemetry at Hashbury.
• On one of the hairpin bends of Missionary Hill.

Tierra Robada:

• Behind the Xoomer gas station in El Quebrados.
• In front of the plaque at the Sherman Dam.

Bone County:

• In Las Brujas, in the cemetery.

Las Venturas:

• At the Xoomer gas station, by the Emerald Isle Casino.
• By the wedding chapel in south east Las Venturas.
• At the Xoomer gas station in south east Las Venturas.
