To use a mod in oblivion you need to obtain one from a thrid party site like tesnexus.com or you can make one. all you have to do is drag the mod files into the data folder. if it asks to merge a folder hit yes to all. then run the oblivion launcher and click data and check the mod.
If you are getting on from tesnexus.com then you need to download 7zip to extract the file you download
