Yes, it does. Additionally, it leaves a phosphate coating on the metal that resists further rust. Phosphoric acid is also used to etch steel to open the pores to let the primer layer of paint adhere better.

The only system I can imagine phosphoric acid as an inhibitor is in a alkaline system where alkalinity causes damage.

Otherwise, phosphoric acid is a relatively mild oxidizer (when compared to oxygen, chlorine and chlorinated compounds) and will oxidize most substance.

In the case of Rust, PHOSPHORIC ACID CAN NOT INHIBIT RUST FORMATION. It will cause more rust to develop. An environment must be created in order for rust to develop and one criteria is the presence of acid [in particular hydrogen ion].

Any chemical that will inhibit rust, and I must add for only a while not infinitely, is some alkaline solution. This is in accordance with Le Chatelier principle, that state that an alkaline solution will in essence reduce rust formation due to the high hydroxyl ion concentration.

I think that the point is: 1) if you have rust, then vinegar that contains acetic acids, will dissolve your rust 2) if the steel or iron doesn't have rust, then vinegar can rust the steel or iron 'cause it contains an acid. I means that acid will corrode steel or iron but even dissolve rust, that is an iron oxide.
