How do you get power armor in fallout 3?

You get to be trained to where it by the brother hood in the main quest

You must follow main quests tell you are let in to the brotherhood of steals place, then you talk to someone who walks around in the courtyard during the day. I forget his name but they will tell you who to talk to in main quest line.

Power Armor is repaired just like any other item. Enter the inventory screen through the Pip Boy, select repair, and then select another type of Power Armor to repair it with. It doesn't even have to be the same type. Alternatively, if you don't have another suit, you can always pay a merchant to repair it; unfortunately, however, they can often only repair to 50% or so and it can cost an arm and a leg depending on its condition.

You cant fully repair the armor, but you can repair it up to 85%. What you do is, you go Cantenbury Commons. And you talk to joe. Tell him you will stock up crazy wolfgang's supplies. next time you see wolf gang, he will give you some thing (its random) and he will repair anything up to 85%

for a custom weapon you need repair of 100 and you will form it perfect. for all the others you push Y on it when you have another of it's kind. You may need higher repair skill to get it that high though, I'm not sure.

You can repair the T-51b armor by using the WinterizedT-51b armor you get after installing and passing the Operation Anchorage add-on. Also, you can go to Canterbury Commons and talk to Uncle Roe so you can pay him to upgrade all of the traveling caravans; once done, all the traveling caravan salesmen will have high repair levels and will repair anything up to a maximum of 85% (actual level will vary depending on the salesman). For example, Lucky Harit (who sells weapons) will have a higher repair level than Doc Hoffman (who only sells stimpacks and other aids).
