first go through the cave between jubilife and oreburgh to get the hm then beat the oreburgh gym to allow you to use it out of battle then teach it to your Pokemon (a hm can be used mor than once).

∙ 15y agoTeach the HM Rock Smash to a Pokemon in your party. Then Click the A button on the rock with that Pokemon in your party still, and you'll have the option to use it.
