There is only three ways to get the members pass. The easiest two are either using action replay or some form of a NDS Slot-1 device such as R4DS or M3. Both of these ways use Action Replay codes. The Only other way to get the members pass is a Nintendo event.

I have the R4 - SDHC Upgrade Revolution, with the R4i menu and moonshell2.0. It appears to have an Action Replay pretty much built in, when you are on the game you wish to play B and X scroll up and down on further menus. The second one down says "Cheats" It seems to have every cheat accessible with an Action Replay already there. Hope this helps.
