which means you have to defeat team rocket.
You can obtain the radio card upgrade for the kanto region by
doing the power plant side quest. Then go to the radio tower in
lavender town and the manager will supply you with the upgrade.
With the kanto region radio upgrade you can tune into the pokeflute
and use that to waken snorlax blocking digletts cave. To tune into
the pokeflute put the tuner up the top of the radio.
