First, make sure you restored power to the Kanto Power Plant. Then head to the Lavender city Radio station and talk to the old man near the elevator. He will tank you for saving his job and upgrade your PokeGear. Head to the Snorelax and open your radio station app on your PokeGear. Now move the dot that's on the globe all the way up to the top until it says " pokeflute" and exit out of that. Then talk to the Snorelax and you should be able to battle it. It is level 50 so be prepared. Once you defeat/catch it, it should be gone and you should be able to enter the caves.
