Probably because you have Windows 7 Starter. W7S doesn't allow you to change backrounds (or, as you call it, wallpaper) because it's stupid. Trust me, I have the computer, and it's very dumb. If you really have to change the backround, buy a different computer with a different carrier (Mac, Apple, etc.)

I would recommend a laptop, primarily because it offers a few more features over a netbook such as a cd drive. A netbook limits you to the use of jump drives and if you need to access a cd well you're simply out of luck.
