It means the pokewalker is registered to another game already and you cannot use it. Only one pokewalker per game, no sharing.
What if your Pokémon's is stuck in the pokewalker?
The pokewalker is attuned to your savefile, if you reset then you can no longer use that pokewalker till you reset it to match your new savefile effectively deleting your Pokemon on a walk. Its the same concept as trying to return your Pokemon to someone elses game.

How do you transfer Pokemon into the pokewalker?
You start the game and on the title screen with the stuff that says start game and new game you scroll down until you see connect to pokewalker. Get your pokewalker. Press the middle button and wait. There will be a smile on the screen. You have to have a Pokemon in Bills PC box. Choose your Pokemon and press OK. Pick up your pokewalker and press the middle button when the SHINY black part is facing the DS CARD. It's really annoying, but you have to keep your hand still. I always put them so they're touching. Be patient and you will get to use your pokewalker!

after you hit start there will be three options. One resume your game. Two restart the game. And three connect to pokewalker. [you can only connect to the pokewalker after you have started the game and reached the first town with a PC. Also the Pokemon you want on it. Only 1. put in a PC box.] :)

Yes! I did that so I could get a L100 Giratina when I only had a L5 Chickorita.

if you restarted your game it will probably not work at least for me i cant use mine anymore and i have beeten it 7 times. i am not kidding

You have to get a lot of watts on the first route and when you're taking your Pokemon out of the Pokewalker, it should say on the top screen how many watts till next route. When you get watts on the Pokewalker, don't use them all.

Well there isn't really info on a poke walker but any pokewalker is to a game meaning you cant use a pokewalker for a different game number and what where you gonna erase 0_o i eccendentily trew mine against the wall and then it broke >.<
