if the webcam was built-in there should be software on the computer by default. If you bought it from a shop or online you should have got a disc with it that contains the suitable drivers and software.
If you didn't use windows live movie maker which comes with windows seven and on the home tab click add video from webcam and it will give you a preview
By following the directions that came with it for getting it to work in Windows 7. If you have an old webcam, it simply may not have a driver for Windows 7, in which case you're probably out of luck.
try downloading drivers, Google search your *brand of laptop* webcam drivers windows 7, download and install different drivers until it works, sometimes its really confusing
