To verify a credit card you can call the number on the back of the card and plug through the automated system if you are the cardholder.
To verify a credit card if you are a merchant, you can use an online tool just to see if it is real. I put the tool in the related links below. Just type any card number and it will verify if the card is a real and possible card - but won't tell you if the card will be approved or declined.
If you are a merchant, you can of course, run the card through your terminal as an authorization only, or call in a voice authroization.
Another way to verify a card is to call the national assistance center phone number. For VISA, you can call 1-800-VISA-911 and go throught the merchant prompts. You can use their automated system to determine if the card is up and running.
