Your sims on the lot that the sim has left can't visit that sim. You have to go to the house where that sim who moved out lives and have the other sims from the other house come over from phone invite.

Visit other sims by walking outside of your house, going to others' houses, community lots etc. The difference between Sims 3 and previous games is that there is no loading screen for when you visit another lot.

Once a sim is moved out of a lot, you are unable to control it. If you wish to control it again, you have to go into edit town mode and make it the active family, or move it back into the house.
