The best way is to have it stripped out. Having it stripped out requires getting a bleach/cleansing bath. This is where they put bleach on the hair and rub it to remove the colour. It can cause a little damage and take a long time if the dye you put in is dark. Go to your salon and talk to them about it.
Technically, you can't wash out hair dye. There are four types of hair dye in all.
Temporary color is used for a shot of bold color to make a statement and washes out in one shampoo.
Semipermanent color is normally used for toning hair or adding a subtle affect to current color and fades gradually over 10 shampoos.
Demipermanent color is used as a gray blender, natural color enhancer, a color refresher or a filler color for corrections and fades gradually over 10 - 20 shampoos.
Permanent hair color is used to alter existing hair color or cover grays and fades gradually over 20 - 25 shampoos.
Semi-, Demi- and Permanent hair colors change the chemical structure of your hair, which in turn alters your hair color. They don't wash out.
If you dont like the color you dyed your hair and want to change it, you could try stripping your hair with a color remover like Oops! which is sold in most drug stores and grocery stores that sell permanent hair dye. I caution you that stripping will severely damage your hair, and after you strip it, you will need to use a Demipermanent Color to fill your hair so it can be re-colored with a Permanent dye.
I strongly suggest before you strip your hair that you consult a liscensed Cosmetologist or Color Specialist at a local salon, they can help you determine the most effective and least damaging way to achieve the color you want.
Now, if you're refering to the technique of rinsing dye from your hair to finish the coloring process, I suggest wetting the dyed hair, working it into a lather and rinsing with warm water thoroughly followed by cold water to help seal the color into the cuticle.
Ive asked my hair dresser if you can do so, but she says if you bleach your hair after dying it a dark colour you will fry your hair and it will become dry and begin to fall out. im not sure if this is true, but im afraid to try it im just going to let the colour wash/grow out.
Soak the hair in hot water for approximately 10 minutes, if you have any put anti-dandruff shampoo in the water, after soaking get a comb and gently but firmly comb it out, it will take a while but it will be worth it when it's out.

Well first you'd have to remove the gel. If you don't you can't be sure that the dye would penetrate your hair down to the shaft where it is needed. It's wash out the gel and then dye your wet hair. No problem!
