What you are doing is creating a small area in between your fingers, tongue and your teeth and lips for the air to circulate around in. It took me a long time to learn and I had to watch someone do it before I could learn it. Try it anyway.
Put two fingers (clean) into the front of your mouth and up against the tip of your tongue. Push the tip of your tongue back slightly and up towards the roof of your mouth very little. Pull your lips back towards your teeth and make them tight against your fingers and your teeth but leave a small space for the air to escape. Blow out slowly and move your tongue around until you can hear a little whistle sound.
You will need to practice. I suggest not in the house or you will drive everybody else crazy. Good luck! Keep practicing.
