To get Rosalina, you must beat the Star cup on 150cc and get in first place. I think you may need to get at least a single star ranking as well.
There is an easier way, though. If you have Super Mario Galaxy data saved on your Wii, Rosalina will unlock much easier, around the 50cc or 100cc cups instead.
