To get there, surf west of Valencia Island, then surf south to Flores Valley, then make your way through the forest (at the end, you'll have to fight Jessie of Team Rocket), then venture through the island, get through the tree puzzle (a visual walkthrough helps with this part), and you'll end up at Sissy's gym!
