A light fixture will function normally either way. The hot and neutral wires are interchangeable. DANGER! This is only true of lighting fixtures!

Passport headlights have a bulb inside the fixture, which can be accessed by opening the hood and following the wires into the back of the fixture. If you turn the bulb socket a quarter turn (it only goes one way) it will slide out of the fixture. The bulb is held in the socket by a clip. The new one snaps into the socket, and the socket is re-insterted into the fixture. A quarter turn secures it. Don't handle the bulb with your bare fingers, they will leave oil on it which will shorten the bulb life.

This sounds like a ceiling fan that also has a light attached to it. The black and white wires are used for the incoming supply voltage. The green is the ground wire. The blue wire is most likely the wire that goes to the lamp portion of the ceiling fan. The black and blue wires are separated from each other in the fixture so that the fan motor and the light can be independently switched. In these types of installations a three wire cable is strung from the fan switch box to the fixture box.For independent switching, the junction box should be a two gang box. From the power source in the switch box, the white wires all connect together. The incoming black connects to the top of the two switches in the two gang box. Bottom of the first switch to the black in the three wire cable, Bottom of the second switch to the red wire of the three wire cable.At the fixture junction box, incoming white wire to the fan white wire. Incoming black wire to the fan black wire and incoming red wire to the fan blue wire. If wired this way the light and fan motor can be individually switched on and off.If there is only one switch box, at the fan junction point connect the black and blue wires together to the incoming black wire. White to white wires together and green wire to the ceiling junction boxes ground terminal. In this configuration the switch will turn on both the fan and light at the same time.

either a bad fixture or a loose connection. if its a light fixture first check the obvious - replace bulb with a known good one. next turn off switch and remove fixture exposing the wiring. remove wire nuts and put a volt meter across the black and white wires [dont let them touch!!!]. if you dont have a meter use a lamp or radio and fasten the plug to the wires being very careful to keeping them from touching. place something non conducting between the prongs after connecting the wires to the plug and then and only then turn the switch on. you should get juice to the temporary appliance. if so replace the fixture with a new one. if its just a lighting fixture usually all it is is a bad switch. take it apart and take it to home depot or lowes which usually will exact replacement parts. always remember to keep switch or better yet the breaker off while having any wires exposed and turn on breaker only after wire nuts securely in place and hands out of harms way. lots of luck.
