The difference between a phonetic and non-phonetic writing system is as follows. In a phonetic writing system, I have the word 'four' which is composed of a 'f' sound followed by a 'o' sound and followed by an 'r' sound. I notice all of these elements in the word 'four' which is how I know how to pronounce this word (even if I did not really speak English. A non-phonetic writing system might be like '4'. There is no way that looking at that symbol that I would know how to pronounce it and in fact, its name changes depending on the language to vier (German), arba3 (Arabic), quattro (Italian), etc.
