They are both correct, and not correct. Tokyo: many of you pronounce this the close to correct way: Tōkyō, it is just written Tokyo without the bars over the O's. But, if you know Japanese, Tokyo can also be read Tŏkyŏ (the O's are short) or Tŏkyō, or Tōkyŏ, which either means something else in Japanese, or is not a non-existing word in Japan. Toukyou is how you would write it if you wrote in Romanized Japanese text, or to eliminate confusion with short or long vowels, but it is almost never used, since Tokyo is more recognizable. Same applies to many other famous Japanese cites that contain long vowel sounds. Kyouto>Kyoto, Oosaka>Osaka, Koube>Kobe, If you want to write Tokyo, please do your best to include the bars over the o's to decrease confusion of vowel lengths, but not necessary.
