yes they can if they fulfill the visa requirements based on the nationality. one advice I can give you. if you are traveling alone the immigration employee will ask your where you are staying and will ask you for a mobile phone number. it happens in 99% of all cases that they will try to call you to take your out or meet you in Dubai, do not give them a correct mobile phone number. if you are traveling with a friend (girl) never go together to the immigration desk. two girls arriving together in Dubai are recognized to be professionals and will be rejected on entering the country.
