This is a tricky question, as fiction writing usually doesn't work that way -- you need to have the book already written and find a publisher who likes it.
With nonfiction, you can do this -- it's called "writing on spec." Just type out a good business letter to the editor -- you can find their name and address in the latest issue of Writers' Market -- and give a short summary of what you want to write about. This should be a paragraph or two. Give a paragraph about why you would be the best writer for this book -- what you've written before, your area of expertise in the field, and any recognition you have received in the field.
