You should be paying attention to everything that goes on in round and create a summary of your most important points and why your most important points are more important than your opponents most important points. 4th speakers don't SPEAK! they write rebuttal! they right little debate on some of the points the other teams said.

When writing a good debating speech try and use points which the opposing team can not rebut on .Also use strong points which will emphasis your team line.Remember to execute them with everything you have. Also always have eye contact especially with the adjudacator. AND rebut as much as you can. However try not to have your eye on the adjudicator all the time. Also use the REAL strategy.
