It is a primary source because it came directly from him. An analysis of the speech written by a columnist would be a secondary source.
welcome speech for pre primary school
A primary source is a document, speech, or other sort of evidence written, created or otherwise produced during the time under study. Secondary sources provide interpretation and analysis of primary sources.
If you are quoting directly from President Obama's speech (from a transcription of it, or from the speech as you saw Mr. Obama himself deliver it on radio or TV), it is a primary source. If you are quoting from other people -- reporters or political scientists or columnists who are talking about the speech or giving their opinions of what Mr. Obama said, those are secondary sources.
Yes, it is it comes from another person. It depends. A quote from a person who experienced your topic would be a primary source.

The Romans had three periods of education. The Primary school where the student learned the basics of reading, writing and arithmetic. The Secondary schools were mostly literary in nature, where the student learned about the famous Greek and Roman writers, learned history and geography and became fluent in Greek and Latin. The Post-Secondary school, which could be loosly compared to our colleges or "finishing schools" was where the student received more lessons in literature, public speaking, speech composition and politics. The Primary and Secondary periods of schooling could be learned at home if the family were wealth enough, but the Post-Secondary was almost always caried out in Greece.

A primary text is a text where the source was personal or direct. For example, a primary text would be an anecdote or autobiography. Quoting a speech directly, or describing an experience that the writer experienced THEMSELF would also be classified as a primary text. A secondary text ideally makes reference to a primary text. A history textbook may directly relay events in history (primary text), but a project based on the readings of this textbook would be a secondary text. Going even further, an essay based on the project, based on the textbook, based on actual events in history should be classified as perhaps a "tertiary" text. However, it is simply termed "secondary". A secondary text is any text that is not directly from the source.
