If you mean to blank the data out to reuse the disc, that can't be done, the data on a DVD-R can't be modified once it is burned.

If you just want to destroy the data on the disc so it can't be read, microwave it.

The only way to remove data from a DVD-r is to destroy the disc itself. Only discs with an -rw suffix are able to be safely wiped without destroying the physical disc (and also, when deleting the data, it only re-formats the disk, thus wiping all the data)

DVD-R and DVD+R disks can not be erased so you can not delete the videos. DVD-RW are erasable and reusable.

You can't ! A DVD-R is a recordable DVD It can be recorded once and once only. If you want a DVD that you can erase - you need a DVD-RW disc.

It means that your disc has a bad error so it cannot read and write files. if your error is on the dvd-rw, you can erase it. if your error is on the dvd-r then you cannot erase it and you will have to bin the disc.

Does CD-ROM allow you to read write and erase?

In general, no. CD-ROM is read-only. You can only read from it after a manufacturer writes to the disc permanently. However, there are recordable CDs (CD-R), which allow you to write once. And, there are rewritable (CD-RW), which allow you to write and erase many times. The same goes for existing DVD technology (DVD, DVD-R, DVD-RW).
