How do you you get a Skeleton Key in Oblivion?

you can use lockpicks but the daedric item skeleton key improves your skill with security.get it by going to Nocturnels shrine (you must be level 10 or higher) the shrine is on the east side outside of leyawiin just follow the road to it.

OK. First go to Leyawin and go out the main gate, then cross the river and then u will find a path, follow it north until you find a shrine with a bridge, talk to the statue either at dusk or dawn and she will ask of you to do a quest to retrieve her "eye of nocturnal"

Note: It WILL be removed from you when you go to prison so it's still good to carry some lockpicks if you go to jail or a hard unlock spell.

You have to do the main thieves guild quests. The main questline is pretty short. You loot it off of a boss - I will not give any names - that you have to fight on the second to last quest. Once you have it, Karliah of the thieves guild tells you to return it to the twilight sepulcher. If you DO return it, you lose it forever, but if you ignore that quest, you get to keep it. Note that finishing that quest turns you into a nightingale sentinel, and you get a new power, so I suggest using the skeleton key to get your lockpicking skill to 100, then return the skeleton key, because at level 100, your picks never break anyways.
