I haven't tried it out yet, but heres how I have heard: Go to the cave in Solaceon Town (the cave with the Unown). Go through it until you are at a room with 4 Pokeballs in the center. Battle 100 Pokemon that are wild and beat them all. Then read the sign in the room. Walk around in the cave. Near the sign. Celebi might appear.

Celebi is a very rare and exclusive Pokemon which cannot be obtained in any Pokemon version through normal gameplay. The only way Celebi can be obtained is through a Nintendo Event. This being said, Celebi hasn't officially been given away in a Nintendo even since its release for Pokemon Gold, Silver and Crystal in Japan - over 10 years ago. However, there are still many Celebi available in the Global Trade Station in Pokemon Diamond (and Pearl). This is due to the fact that cheat codes have been used to obtain a Celebi in-game. Thus the only option for now is to use a cheat code to obtain Celebi, or wait for an official Nintendo Event releasing Celebi for Pokemon HeartGold and SoulSilver and then trading that Celebi to Pokemon Diamond.
