First you will need a Pokemon that knows surf and dive. Then look on your map for where Sootopolis is located. Where the big rock is, right? Find the middle of the front side of the rock( the side where you can see your character the most.) and dive. Viola! Sootopilis city. To get into the gym talk to Steven and go to the cave of origin. Capture/defeat Kyogre/Groudon. Then you can go to Sootopilis Gym.
