YOU can delete your own profile, by selecting "Account Settings", "Delete Account" and confirming it.

You can't. If you have been blocked from someones profile create a new account. View their account when you are logged into the new account. If their profile is on public you will now be able to view it

If by account page you mean profile, it should be on the left side of your screen labeled "Profile".
