maybe he's just being friendly, but if he only waves at you and nobody else, then there might be a bit of a problem. If he starts to do a little more than waving (hugging, unwanted touching, kissing, etc) then you must report him to an adult you trust immediately, or contact the police or social services. and remember to tell your parents!
