The answer is complicated.

When there is a significant difference between the speed and/or direction of the wind at different altitudes the air can start to roll. This is called wind sheer.

If there is a thunderstorm in the area, usually along a boundary between air masses, the wind sheer can be taken into the storm's updraft and start the storm rotating.

The storm is now a supercell, a storm with a powerful, rotating updraft called a mesocyclone.

Under the right conditions, which are still not fully understood, this rotation can tighten, intensify, and extend towards the ground to become a tornado.
