Short answer is that wheel speed sensors send information about spindle rotations to the ECM, then the ECM controls brake pulses in the brake system to prevent wheel lockup from occurring. The long answer is MUCH longer, and would probably require some mechanical experience to fully understand.
ABS system is inoperable and there is something wrong with the non-ABS part of your brake system.
The vehicles anti-lock brake system (abs) has a problem and is not functioning. You still have basic brakes but the abs feature will not work.
the ABS light indicates a problem in in Abs system, a brake light indicates a problem with main braking system. such as low fluid level, leaks in system, parking brake on etc. Abs system works in conjunction to brake system. but abs system is not the main or basic braking system.

A brake "relay" would probably be used in an ABS system. That needs to be checked out by a qualified mechanic that is familiar with the ABS brake system.
Antilock Brake Light comes on and stays on when the ABS computer detects some problem with the antilock brakesystem components. You will still have normal brake use, but the Antilock system will probably not work as an Antilock brake system is supposed to work. ABS system diagnostic code readers are available and are recommended for diagnostic purposes, however fixing ABS systems is perhaps best left up to the Pros. . .
