James Bond was always oficially a Commander in the books , it just wasn't mentioned in all of the films. Off the top of my head , it's mentioned You Only Live Twice and Tmmorow Never Dies among others.
Earlier in the film, in Scaramanga's "Funhouse", there is a statue of James Bond in display. In the midst of their duel, Scaramanga walks by, not knowing that Bond himself is standing in as the statue. Bond then kills him.
There were rumors at one point where Robert Powell was up for a role as James Bond, but he himself said that it was news to him. Nothing further came of it, so he was never offered the role.
