you need a thunder stone to evolve into joltion, water into vaporion, fire into flareion.
you can evolve eevee into glacion by leveling it up in snow point, somewhere in the blissard.
to evolve it into leafion, level it in the inner enterna forest.
ps: you do NOT need to touch the roch incrusted with ice/moss.
but you have a better chance to evolve it that way.
