God doesn't justify anything only men do. However the Jews circumcise because they feel that is their gods instructions. Christians don't because they claim that Christ bearing all of their sins exempts them.

Paul is talking to the Church in Rome. It was made up of both Jewish and non-Jewish believers. He was making the argument that Abraham's righteousness was attributed to him BEFORE he was ever circumcised (Romans 4:10,11), thus opening up "salvation by faith" to all, including the uncircumcised non-Jewish Roman believers. It (the argument) obviates the need for a new, non-Jewish [gentile] believer to be circumcised, as some in the fledgling Church insisted they should be. Paul couldn't address the circumcision issue without first laying the foundation of Abraham's pre-circumcision righteousness. Being considered righteous, or right before God, is a spiritual matter of the heart and is not reliant on a physical ritual.
