The Japanese government had an idea to involve trading with other countries as Japan needed fuel such as oil and coal where as other countries needed cars and other electrical goods. This came to Japan's benefit as electrical high tech goods would give Japan heaps of profit which they needed immediately as Japan had lost most of it's money by going to war.
