The president undoubtedly feels very conflicted about it. On the one hand, as he has admitted in his own writings, he went through a period of time in high school where he rebellious and was hanging with a crowd that used marijuana frequently. He eventually moved away from any drug use, and does not think using drugs is a good way to escape from one's problems. But that said, he understands that if he comes out strongly against drugs, it's kind of hypocritical, since he once used them. Further, as the chief executive, he has to defend the country's laws, until congress changes them, and at this point, drug use (including marijuana) is illegal at the federal level. However, popular opinion about marijuana (especially medical marijuana) has been changing in some parts of the country and a legalization movement has been taking place in certain states. The president has not expressed a belief that marijuana should be legalized. It remains to be seen what he will do about the current drug laws: in his first term, he was mainly focused on economic issues, and was not very vocal about the drugs laws, although he did say the justice department would continue to enforce existing laws.
