Sakura has never confessed her feelings, but she has at least shown that he's more important to her than Sasuke. When Sai told her Naruto loved her and Shikamaru said he was going to kill Sasuke, she said she would convince Naruto to accept Shikamaru's plan. She's also tried to kill Sasuke herself. I think her feelings for Naruto are obvious, but there still isn't any 'proof'.
