Scarecrow uses a gas which he very stupidly calls Fear Gas. In Batman Arkham Asylum, he had a Freddy Kruger like hand with blades that released the toxin into people. In Batman Begins, he sprayed it into them (which made it seem more like a gas). It shows the victim their deepest fears and makes them come to life in front of them. As this happens, I would guess that he see's what they see.

The Scarecrow identifies fire as the only thing that he fears. For flames will destroy him. But destrawing him, scattering his body parts about, and taking away his clothes don't kill him. The Winged Monkeys tried it. And the Scarecrow came back ever stronger and smarter than before.
