How does Texas redistric counties?

It doesn't. The state county map has not changed since 1931. Given how a large part of the state (generally speaking, the Western part away from cities) is emptying out as young people move away, the state will probably decide at some point in the future to consolidate counties to save money. Redistricting doesn't refer to redrawing of county lines but rather refers to political redistricting, the redrawing of political districts to insure equal proportioning of the population for the election of representatives.
