He may or may not be from the majority party in the Legislature and often opposes their activities. A Prime Minister is derived directly from the Legislature making him a dependent executive. He will be both the head of the Legislature as well as the Executive creating a uniform governmental approach. However, he is seen as the representative of the party and not necessarily the representative of the people.
