DOS was the operating system that was used before windows came out.
Basically it would go through a boot up sequence then leave you at a command prompt at which point you needed to type a command or the name of a executable program to make something happen.
DOS stands for Disk Operating System. This is the original implementation that formed the backbone of Windows operating system for a number of years. Even later versions of Windows (Win XP, Win 7, etc.,) include a DOS compatible shell. It is no longer the backbone that it used to be, however it is indeed the way you access Windows commands and write batch scripts using the commands. Also, when you have a system crash and need to recover, many times you boot with just the DOS shell.
So how does a DOS works with it? Assuming that the "it" in this question is Windows, here is one answer:
To open a DOS shell Click Start->Run and type "cmd" and hit enter. Note that "cmd" stands for command.
You will see a window with a black backgound and the title bar will show cmd.exe.
Type help and enter to get a list of commands.

Bill Gates owns DOS, (DISK OPERATING SYSTEM) which is used in most products involving a computer/laptop, Apple products use DOS mainframes but they are edited to fit the Apple product, Windows is technically the founder and owner of DOS as Bill Gates has now signed over his ownership to his children, so he doesnt technically own DOS or Microsoft and Windows anymore.
